| Any baptism with water in the name of the Trinity is a valid baptism, and we would not rebaptize the person. Baptism by a non-trinitarian groups like the Unitarians or Mormons is not valid, and the person would need to be baptized. If Lutherans or others substitute some other formula for "In the Name of the Father, Son, and Holy Spirit," as some have reportedly done, the baptism is doubtful, and we would baptize the person.
The importance of confirmation is really in the biblical instruction which precedes it. Anyone coming from a non-Lutheran church would need to take the equivalent of confirmation instruction. If a person was coming to us from another Lutheran church, the pastor would have to determine whether they had received sound Lutheran instruction by discussing the matter with them. How much additional instruction such a person needs would depend on the nature of the instruction which they had already had. If they came with a sound knowledge of the Lutheran faith, they would be received by confession of the Lutheran faith, not by confirmation.
